Why does a five-storey block on a forested hill change the brief?

Eighty large flats in two low blocks, in a gated estate of 148 homes, wrapped in Federal Hill’s forest. The work here is less about finding space and more about giving generous rooms a purpose.

Sundays in Bed is a residential interior design studio in Kuala Lumpur, working for a fee per room agreed in writing before we begin. We haven’t yet completed a home at Sri Bukit Persekutuan; this guide draws on the developer’s published details, today’s listings, and what we check in any twenty-year-old flat.

Tan & Tan Developments finished the estate in 2006, on 18 freehold acres beside the Lake Gardens. Highbank, the condominium, shares its gate and guards with terraces, villas and semi-detached houses: 148 homes in all.

Highbank units at Sri Bukit Persekutuan start at 2,573 sq ft built-up; most for sale have three bedrooms and a flexible room.

Few KL flats begin at 2,573 sq ft. Even the smallest here is larger than many terrace houses, which changes an owner’s question. It is rarely where the furniture will fit; it is what each room is for.

Twenty years of resales count too. Many flats for sale today come partially furnished, so yours may carry an earlier owner’s kitchen, ceilings or wardrobes. We walk the home first and separate what is sound from what is merely old.

Then there is the forest. The developer describes Federal Hill’s secondary forest wrapping the estate, and listings mention terraces over greenery. Light, humidity and the view from the sofa all follow from that.

Two kitchens, a helper’s suite and a terrace: what does a Highbank owner settle first?

Which rooms you really live in, and which ones a twenty-year-old plan simply handed you. Five decisions shape most of the brief.

The two doors. One agent’s listing describes a dual entrance. Where the second door serves the kitchens and helper’s quarters, we plan the foyer for arrivals and the back route for groceries, laundry and deliveries, so neither does the other’s job.

Dry kitchen, wet kitchen. One agent describes separate dry and wet kitchens in the 2,756 sq ft homes. After two decades the wet side usually needs new cabinets, extraction and worktops first, while the dry side can become where family and guests actually gather.

The helper’s room. The same listing adds a helper’s room with its own bathroom, and a laundry area beside it. With nobody living in, that suite becomes a utility room, pantry or proper storage. With a helper, a window, fan and good bed matter more than finishes.

The terrace and the trees. Listings describe terraces facing Federal Hill’s greenery rather than another tower. Where yours does, curtains are chosen for soft light rather than privacy, fabrics and finishes for humidity, and the terrace gets furniture, shade and lamps like any indoor room.

What the last owner got right. After twenty years, yours may already have been refitted. A solid timber floor, well-made wardrobes or a recent kitchen can stay just as they are. We spend where the flat has aged, never where it still works.

What does it cost to refit and furnish a twenty-year-old Sri Bukit Persekutuan flat?

For the typical 3+1 of 2,756 sq ft, and for a 4+1 of about 3,600 sq ft, the Sundays in Bed design fee is estimated at RM37,570–44,700: the same count of rooms, laid out differently. Your final fee depends on the rooms you choose, and is agreed in writing before we begin.

With our fee and Curated finishes (Commune, Cellini, Poet Living), a 2,756 sq ft 3+1 here comes to about RM326k–551k in all.

Spend where it matters. Skip what doesn’t. On Federal Hill the money usually belongs in the wet kitchen, bathrooms and lighting, rarely a sound floor. Choose the closest Highbank type, switch on the rooms you’d change, and read each figure as a guide until quotes come in.

What the two levels mean

Curated. Melamine and laminate, sintered stone, a plaster ceiling. Furniture from Commune, Cellini, Fella Design, Dezign District, Poet Living, Big Brain, Gudang, Crown Livin and Dadswood.

Bespoke. Bespoke laminate, detailed joinery, a ceiling with cornice. Furniture from Space Furniture, Tekni, BoConcept, King Living, Ambient Living, Stanzo, Forest Furniture, Roche Bobois, XTRA, Urban Edge, Molteni&C, Nostaloft, Flexform, Janine and Chesters Collection.

Each lower fee assumes the usual Highbank brief: living and dining, both kitchens, all bedrooms, three bathrooms, and the study in row one. Each higher fee leaves room for two extras, perhaps that fourth bathroom or a helper’s room reworked as a laundry.

Curated prices furniture from Commune, Cellini or Poet Living; Bespoke, from Space Furniture, BoConcept or Molteni&C. Treat both as October 2026 guides until real quotes land.

Highbank was finished in 2006, so each row is a lived-in resale flat. Listings show four bathrooms; few owners redo all four, so we count three. Both kitchens count: an agent’s listing describes them for the 2,756 sq ft homes, and we assume the same for the other two.

We have allowed for replacing the cooling, kitchen joinery, appliances and wardrobes. If a previous owner’s still work and stay, your total falls well below these.

Furnishing to let? A lighter, hard-wearing fit-out at our Essential level, quicker to finish and easy to keep tenant-ready, is one possibility, with furniture from Ikea, SSF Home and Harvey Norman. The design fee is the same at every level.

Where our fee comes from. Rooms, counted one by one. A bedroom, bathroom, kitchen or study we draw is RM3,565; the living and dining, priced as one space, is RM5,485. Any Highbank bathroom you’d rather leave is left out of the sum.

The sum goes into a signed agreement before any drawing starts, and you pay it in stages. Because contractors’ bills play no part in it, picking stone over tile for the wet kitchen moves their price and leaves ours alone.

How does a renovation run behind a guarded gate, in a five-storey block?

Every Highbank home is now twenty years old, so the first job is understanding what earlier owners left. Whoever answers your first call stays until the last lamp is placed. Building is done by a contractor you pick, once we have gathered several prices and talked them through.

    A tape across each room, a look inside cupboards and the distribution board, the age of pipes, wiring and cooling noted, and time on the terrace.
  3. Scope, then design
    A written scope comes before any sketch: which rooms, what fee, what budget. Layouts, lighting, materials and joinery follow, with both kitchens resolved together.
  4. Drawings and quotes
    Detailed drawings go out to several contractors. Their prices come back to us, we sit down with you to weigh each line, and the final pick is yours.
  5. Works, then styling
    Management paperwork, trades and deliveries through the guardhouse are ours to run. We inspect every stage, then style the finished rooms.

A guarded estate, a management office, DBKL and neighbours above and below: even a five-storey block has many hands in a renovation. Holding those threads together is what you hire us for. How we work

Renovating a 2006 home. The developer’s defect period ended long ago, so hidden problems, from tired pipes to old wiring, become part of the scope. We look for them on the site visit rather than halfway through the build.

In Kuala Lumpur, minor works need a DBKL permit, which a licensed contractor usually applies for, and the estate’s management signs off the plans. We couldn’t find Highbank’s deposit, permitted hours or delivery rules in print, so the office gives us them before quotes go out.

After twenty years of resales, how does a Highbank flat become yours?

By starting with your household rather than the floor plan. Eighty homes share a few layouts; after twenty years of resales, each deserves to read as somebody’s home again.

A couple whose children visit at weekends, a family with a teenager eyeing the study, someone home again from abroad who works from the terrace: the same 3+1 suits each, differently.

Our first questions are about mornings, guests and where things are kept. In a home this size, that is what keeps a big room from feeling like a showroom.

We couldn’t find Tan & Tan’s original specification, and twenty years of resales have changed plenty, so your own flat is surveyed before we suggest anything.

What renovating nearby has cost

We don’t yet have a Sri Bukit Persekutuan project of our own to show you. Instead, look at Bangsar’s published renovation records. Of those listing both spend and floor area, eleven in all, the median works out at RM114 per sq ft.

The bigger condominiums in that set include Araville, 2,100 sq ft for RM240,000, and Serai Bangsar, 3,300 sq ft for RM650,000. At the median, a 2,756 sq ft Highbank flat comes to about RM314,000, near the bottom of our Curated band.

Are the flats at Sri Bukit Persekutuan really over 2,500 sq ft?

Yes. The developer gives Highbank’s homes as 2,573 to 9,408 sq ft. Listings today sit at about 2,573 and 2,756 sq ft; a 4+1 of about 3,600 is also reported. Smaller figures online don’t match the developer’s range.

Is it worth keeping two kitchens?

Usually, yes. Heavy cooking stays in the wet kitchen, while the dry kitchen opens to family life. What changes is the fit-out: twenty-year-old cabinets, worktops and hoods are often the first things worth replacing.

What can a helper’s room and laundry become?

Without a live-in helper, it can be a laundry with drying space, a pantry, a luggage store or a small office. With its own bathroom, it could even host a guest. Drawing it counts as one more room on our fee.

How do I deal with humidity next to the forest?

Plan for it. Ventilated wardrobes, mould-resistant paint in bathrooms and the wet kitchen, outdoor-rated terrace fabrics and air-conditioning with a dry mode all help. On the site visit we also check window seals and screens; twenty-year-old frames vary.

Do I need permission to renovate a Highbank home?

Yes, from two places. Management approves the plans and sets the rules for contractors, and DBKL issues the permit for minor works, usually through your licensed contractor. Highbank hasn’t published its deposit or working hours, so we get both from the office early.

What might it cost to redo a 3+1 here?

For a 2,756 sq ft 3+1, budget roughly RM288k–514k with Curated furniture (Commune, Cellini or Poet Living) or RM536k–1.06M with Bespoke (Space Furniture, BoConcept or Molteni&C). Our fee sits on top; keeping earlier fit-out lowers it.
